Joint Investment Plan (JIP) on Welfare to Work for Disabled People 2001-2004
Liverpool City Council adopted the social model of disability in 1994 and continues to support and operate within its guidelines.

This means that we recognise that it is society that creates barriers for disabled people, resulting in discrimination and disadvantage.

The focus of the JIP is on welfare to work activities for disabled people and concentrates on employment-related issues and the wider independent living issues affecting, in particular, people with physical and sensory impairments.

One of the main aims of the plan is to provide effective and joined up services to enable disabled people to find work, stay in work or move closer to the world of work.  This means identifying the needs of disabled people in relation to employment, and strengthening partnerships between key agencies in the city in relation to the disability and employment agenda.
