Social Care for Adults

Community Services , Adult Social Care , provides information, advice and social care to vulnerable adults and their carers in the city. We used to be called "Social Services".

We support a wide range of vulnerable people, including people who have:

  • learning disabilities
  • physical disabilities
  • sensory impairment
  • mental health needs
  • people who misuse drugs
  • people who misuse alcohol or other substances                    

We aim to promote independence for the people we support wherever possible. 

Most of the people supported are those who are vulnerable because of old age and frailty.

We also provide services for carers - those people who look after relatives or friends who can't manage on their own.

In April 2003 the Supporting People Programme was introduced, by the government, to help vulnerable people to live independently. For more information about the supporting people programme go to the Supporting People section of this website 


We have a responsibility to ensure the welfare and safety of adults and older people who may be at risk of abuse or neglect . For more information about what we can do to help if you are being abused or if you think someone may be at risk visit the Safeguarding Adults web pages.

What services do we provide?
We can provide or arrange a wide range of social care services. These all depend upon a person's individual needs.

When someone contacts us for help, we may arrange for one of our workers to visit and discuss the type of help he or she needs to suit their individual circumstances.

For example, we can arrange:

  • home (domiciliary care) and community support
  • social work
  • intermediate care and rehabilitation
  • care home including nursing home services
  • direct payments (to provide your own care)
  • equipment loans
  • minor adaptations to the home
  • day care services
  • sheltered housing / sheltered housing with care
  • supported housing/supporting people
  • respite care / short term breaks
  • community alarms
  • frozen meals (not assessed)
  • mobile nights
  • occupational therapy
  • adult placement (caring for adults in a foster home)                    


To provide these services, we work with many other organisations in Liverpool including health and housing agencies, other council services such as Education and Housing, and the many private and voluntary organisations operating in the city.

Will I have to pay for help?
This depends on the type of help that you need. For some services there is a charge, and we may have to assess your circumstances. Other services are free of charge. You can ask us about charges when you contact us about the type of help that you need.

What information will I need to give?
The person you speak to will ask you for some basic details. 


We will ask you to tell us:

  • your name, date of birth, ethnic origin and preferred language
  • your address and telephone number
  • who else lives in your home and how they are related to you
  • anyone else in your family, or who gives you support, and how often you see them
  • your doctor's (GP's) name, address and telephone number
  • why you think you need help from the council
  • if someone contacts us for you, we will ask them their name, how they know you and whether you have asked them to contact us.                 

The person you speak to may be able to give you advice or information immediately, or if you need an assessment of your needs, they will arrange this.
