Home and placement support services

The Home and Placement Support Service is located within the Children Service and has been established to;

  • prevent the unnecessary accommodation of children and young people;
  • provide a service for children and young people to enable them to live safely in the community;
  • enable children and young people who are looked after to return home;
  • provide support to children and young people who are looked after in order to prevent placement breakdown          
  • provide a responsive service to Black children and young people who are experiencing difficulty at home or who are looked After by the City Council
  • assist families to access appropriate community based resources in order for them to gain independence and social inclusion 


The Home and Placement Support Service has a clear customer focus and works in partnership with children, young people and their families.

It operates within a framework of anti discriminatory and anti oppressive practice, actively seeking the views of children, families and young people and involving them in the design and delivery of services.

The Home and Placement Support Service comprises 4 teams of  providing a family support and safeguarding service to children aged 0 -18. The Service also provides targeted family support to prevent children being accommodated and supports children in placement. 

The Service commissions and manages a range of Home and Placement Support Services for Children in Need from the voluntary providers and commissions services through the Childrens Fund. The Service works closely with the Health Service and with the voluntary sector and is involved in the development of neighbourhood based family support through the roll out of the Childrens Centres. 

The Home and Placement Support Service puts the safety and welfare of children at the heart of the service. Service quality is maintained by adhering to national standards and by establishing local standards, by monitoring and quality assuring services provided and subjecting those services to regular audit. 

The Home and Placement Support Service contributes to improved educational outcomes by promoting school attendance and helping parents to support academic achievement. Community safety is promoted by stabilising families and improving the quality of life for children in need. 

Appropriate family support results in fewer children committing crime, or becoming the victims of crime, and will ensure that families have access to vital health and other services. The service contributes to the stabilisation of estates through the provision of high quality support

The Home and Placement Support Service utilise technology in order that customers may access services and uses IT to plan monitor and deliver it's services and ensure customer satisfaction. The service champions initiatives to ensure that Black children and families receive appropriate support. 

The Home and Placement Support Service provides value for money through comparison with other providers and by engaging with and commissioning voluntary agencies to provide some services. 

The Home and Placement Support Service plays a major role in the Families First Initiative through contributing directly to the strategic aim of transferring resources from restorative provision to preventive services.
