Information for providers

Supporting People Contracts

Providers will have received the draft contract and associated schedules for the supply of housing related support services funded through Supporting People. All contracts are of 1 or 2 years in length dependent on the client group as all services funded through Supporting People will be put out to competitive tender as part of a rolling programme. 

Following feedback some minor changes have been made to the contract. Providers will be invited to a meeting in October to receive and sign their contracts. The schedules attached to the contract include targets for quality of service delivery and performance.

Client Records

Providers who submit Client Records forms to the Centre for Housing Research at St Andrews (CHR) have been advised that from April 2009, they will no longer be able to submit returns using SP Digital. Communities and Local Government (CLG) have devised a common framework for assessing service standards and gathering management information for the programme. A significant aspect of this framework is the requirement to complete Client Record Information.

Data derived from Client Records provide key performance indicators between and within authorities, locating the routes by which Supporting People services are being accessed and the personal characteristics of service users. This information is essential for monitoring, reviewing and planning services. The information is used to help assess whether the priorities of the programme are being met.

It is a contractual condition that providers comply with all aspects of the framework and complete Client Record information electronically in relation to all new service users accessing their service/s in accordance with CLG guidance.

Outcomes Framework

In 2007 the department for Communities and Local Government (CLG) introduced a system for reporting outcomes achieved for service users of both Short Term and Long Term Services. All providers must complete the necessary documents and submitt these in accordance to the guidance given by CLG. 

Short Term Services:

The Framework for Short-Term Outcomes has been live since 31st May 2007 and providers should be completing and submitting Outcome forms electronically when a user leaves their service. These should be submitted in the same way as Client record forms. 

Long Term Services:

The frame work for Long-Term Outcomes has been live since 31st July 2007. Providers should construct a sample of clients from each service following instructions provided; 10% for Older People's services including Sheltered Housing and floating support and 50% for all other services (services for older people with mental health issues or learning disability must be included in the 50% sample). Providers should submit their Long-Term Outcomes electronically at the time of the support plan review of their client.

It is vital that providers consider the outcomes framework when working with clients and support plans should be built around the outcomes that individuals are seeking to achieve.
