Homelessness Prevention

The City Council wants to stop homelessness by getting involved as early as possible to help families remain in their homes.

We are doing this with a range of services and initiatives.  These include:

  • Housing and Council Tax Benefit for help with housing costs;
  • Discretionary Housing Payments (DHP) to meet shortfalls in Housing Benefit;
  • Help for council tenants to make arrangements to pay arrears of rent which they may owe;
  • Tenancy Relations to help stop illegal evictions from private tenancies; and
  • Bidding for council and RSL property on Property Pool.

No recourse to public funds

Some people have no recourse to public funds. No recourse to public funds means someone who is subject to immigration control who has no entitlement to welfare benefits, to Home Office asylum support for asylum seekers, or to public housing. This may be a person who has been refused asylum or a migrant worker unable to gain employment. Information about services available for people with no recourse to public funds is available here:

Supporting People

The 'Supporting People' Programme aims to help vulnerable people to live independently.  This programme is very helpful to those who many possibly end up - or indeed have been - homeless.  See our Supporting People webpage
