Housing Associations / Registered Social Landlords
Changes in legislation in the 1990s made it difficult for local authorities to find sufficient money to invest in Council-owned homes. Therefore, over the last two decades, most social or rented housing has been provided by Housing Associations and Registered Social Landlords (RSLs) who receive considerable funding from central government to modernise and maintain the properties which they own.
Since the City Council was not allowed to spend the money it needed to repair and maintain its Council homes to bring them up to the required national Decency Standard, a ballot was held in 2007 for then-Council tenants to decide what to do. The overwhelming vote was for all Council-owned homes to be transferred to the ownership of Housing Associations. This process was completed on 1st April 2008 when the last 15,500 homes were transferred to Liverpool Mutual Homes.
The government controls the work of Housing Associations through the Housing Corporation.
