Council Initiatives

Like most other northern cities, some of Liverpool's housing stock is in need of repair, modernisation or - at worst -demolition.
Housing Associations can get government funding to carry out repairs and improve homes which the Council cannot do. Many former Council tenants who voted for stock transfer to these Associations have seen the benefits this can bring.
The Council also wants to improve its remaining properties so that they reach the Decent Homes Standard by 2010, and the only way to achieve this may be by allowing the rest of our housing stock to transfer to a Housing Association. Find out more about the continuing stock transfer process.
This still leaves many houses owned privately in need of repair or modernisation. Our Housing Stock Condition Survey, which we carry out every five years, shows us how many homes are affected.
Also, research carried out in 1999 showed how the housing market was failing in some parts of the city. It suggested ideas on how we could address this problem. Find out more about this research and read some of the documents.
Liverpool has many projects aimed at improving housing in key areas of the city. The three major ones are detailed below.
- Housing Market Renewal Initiative
Parts of Northern and Eastern Liverpool have been named as one of nine national Housing Market Renewal Pathfinder Areas. Government funding will be spent in these areas to help the failing housing market. In some cases this will result in demolition of the worst properties; in consultation with owners, but most of the affected home owners will receive money to help improve their homes. Find out more about Housing Market Renewal elsewhere on this website. - Kensington Fields Neighbourhood Improvement
The Council wants to help homeowners in the Kensington Fields Neighbourhood to improve their property. It is prepared to fund essential environmental improvement works to the front of owner occupied and private landlord properties up to a maximum amount of £6,000. We have started a programme to rebuild the Boot Estate's defective properties. The first phase of new development on the estate will consist of 195 homes as well as associated highways and infrastructure. Find out more about the scheme and download the recent newsletters to residents
