The Housing Strategy 2009-2011 describes our overall mission to provide the opportunity and choice for every household in the city to live in a decent and affordable home suitable to their needs, set in a safe and attractive residential environment. 

This Housing Strategy sets out the main strategic priorities that give our interventions in the city's housing market and our work with partners who provide housing services.

Liverpool's Housing Strategy is playing a key role in the resurgence of Liverpool as a Premier City.  Our aim is to provide homes that will match the aspirations of people in the 21st century.  If we can do this, our housing strategy will help to encourage people to live here and work here and therefore improve our economy.  This will help Liverpool to achieve its aim of becoming a Premier European City.  Liverpool's Housing Strategy has been developed in the context of a City Regional Housing Strategy which places Liverpool's housing issues in the wider housing market area in which the city belongs. 

Key priorities of the Strategy are to:

  • Restructure the housing market in vulnerable areas, particularly the Inner Core, to ensure choice and ensure a balanced and stable market

  • Increase the supply of appropriate housing to support economic growth

  • Facilitate a balance of tenure and property types to sustain mixed income communities and support inclusive economic growth

  • To improve the quality of Liverpool's housing

  • Ensure good use of property of all tenures and reduce the level of vacant properties

  • To meet the housing needs of a diverse community ensuring fair access to good quality homes

The Housing Strategy informs and complements the Supporting People Strategy, incorporates the Black and Racial Minorities Housing Action Plan and the Homelessness Strategy.  The Strategy aims to ensure that vulnerable people have access to quality and choice in their housing options.  An action plan is included in the Strategy which describes how we will achieve our aims.
