Neighbourhood Renewal Assessments (Declaration Reports)

For a number of years, the City Council has had six designated "priority areas" which are mostly full of privately owned houses.
These areas tend to have very high numbers of older terraced housing. This is often in poor condition, and the housing market is in serious trouble when houses cannot be sold. There is often a poor environment, a lack of local facilities and poor access to jobs.
These all have a combined effect on the health of the people who live there.
Under the Regulatory Reform (Housing Assistance) Order, and through our Private Sector Housing Renewal Strategy, we have declared some of the worst of these areas of the city as "Renewal Areas".
We are able to declare areas as this through our Neighbourhood Renewal Assessments (NRA's). These are documents which examine an area in close detail; studying the condition of people's homes and surroundings.
The NRA process is normally carried out by specialist consultants who follow guidance from the Office of the Deputy Prime Minister (ODPM). This is a series of logical steps, which - when taken together - provide a thorough and systematic appraisal technique for considering alternative courses of action for an area.
The NRA process was developed to help local authorities develop their area based strategies. It is used to help decisions be taken.
The purpose of the NRA is not simply to find the lowest cost solution for an area, even though it will show the costs incurred by each of the options that are considered. It does, however, provide a way to compare these with the unquantifiable social and environmental facts which also need to be taken into account.
