Arts & Cultural Investment Programme 2009-2011
Liverpool City Council (LCC) is committed to ensuring the success of Capital of Culture year continues. To ensure this the council's Executive Board has approved an £8.45m funding programme under the Arts & Cultural Investment programme, maintaining capital of culture funding levels in the city for the next two years.
A total of 67 arts organisations will benefit following their successful applications through a new application process which has radically altered the council's approach to the arts.
From this year the emphasis is on better value for money for council tax payers, with the bids scrutinised on how arts organisations can support the city's vision for culture and regeneration in return for the Council sponsoring individual and organisational creative genius. The two year programme divided funding across three categories - Cultural Drivers, Cultural Contributors and Grass Root Innovators.

Cultural Drivers are...
These are those organisations whose programmes form the backbone of the city's annual cultural offer. They have a well developed annual participation programme that engages with the wider community as part of their core activity.
Cultural Contributors are...
These are organisations that make a key contribution to the development of a world class art and culture infrastructure and play a role in creating the unique cultural offer of the city. There are three categories: Festivals, Young People and Communities and Innovation.
Grass Root Innovators...
These have one year project funding. This strand replaces the previous small grants programme. It is open to voluntary and community groups working with arts organisations or individual artists to deliver projects at a community level whilst also adding value to the wider cultural landscape. Each year is themed and the theme for 2009 is the Year of Environment.
