2020 Contract Signing
The City Council has agreed to enter into a 10 year agreement with Parkman , the consultancy services specialist, to deliver property and professional services through a joint venture company called 2020 Liverpool.
The new company will be officially launched this week with a formal signing of the contract in a ceremony at Liverpool Town Hall.
2020 is the latest partnership developed by the City Council to improve its services and spearhead its social, economic and environmental regeneration strategy especially in the run - up to 2008 when Liverpool is European Capital of Culture.
The new company will be based on the council's former Design Consultancy and Land and Development Services but the contract has provision for broadening to include other professional services. Initially, about 170 staff will transfer to the partnership, but the number of staff is expected to grow significantly as the momentum for regeneration accelerates in the City.
2020 Liverpool will provide the Council's professional services function in property, building, highways and traffic engineering. It will be supported by GVA Grimley, a major property consultancy, who will provide specialist property services to the joint venture. It is anticipated that the value of the contract will be around £10m per year.
Councillor Mike Storey, City Council Leader, said:"2020 Liverpool shows how the Council is harnessing the best aspects of private sector experience and expertise to support its regeneration policies. It will create a service which will provide specialist support and professional expertise to deliver major initiatives which are the key to Liverpool's current renaissance."
Richard Cuthbert, Parkman's Chief Executive said, "We believe that this is a very innovative and forward looking partnership that will become the model for others. The Council is at the forefront of the drive to find new ways of delivering services. We are delighted to support the development of local government service provision in this way".
Graham Kilner, the Managing Director of Liverpool 2020 said, "We intend to make an impact in the City that goes beyond the delivery of services. We are a commercial company with an extra regeneration agenda. We will use our presence to support training, enterprise, and employment in the City."
