According to the National Drug Strategy, investing in treatment reduces the overall cost of drug use to society.  In addition, for every £1 spent on treatment, £3 is saved in the criminal justice system.

The Drug Interventions Programme (DIP) accesses drug-misusing offenders within the criminal justice system and moves them into treatment away from drug use and crime. It is a major part of the measures in the updated Drug Strategy for reducing drug-related crime.

Within Liverpool, a number of actions are taking place, such as:

  • Raising awareness in the courts of the benefits of the programme
  • Liaising with local services to ensure a comprehensive range of treatment is made available and that support services such as benefits and accommodation are available to DIP clients
  • Merging and expanding the Fairway and Liverpool Intensive Supervision and Monitoring (LISM) projects to deal with prolific and priority offenders.   

The range of interventions in Liverpool focus on ensuring that individuals are offered access to drug treatment throughout the criminal justice process - from arrest through to prison release. 

The Fairway project targets prolific offenders with significant substance misuse problems identified by police intelligence.  It aims to direct offenders into treatment and address offending behaviour.

The LISM project also works with prolific offenders and more specifically those leaving prison on probation license, by providing a range of interventions and support as soon as they are released.
