Race relations legislation places a general duty on public authorities to promote race equality and to achieve the following:

  • Eliminate unlawful discrimintation
  • Promote equality of opportunity
  • Promote good relations between people of different racial groups         

To meet the requirements of this legislation public authorities were required to prepare and publish a race equality scheme. Liverpool was selected as a pilot authority to develop and our scheme was developed in consultation with local communities and with the support of the Commission for Racial Equality (CRE).  The Scheme sets out our arrangements for improving the quality of life and access to services by socially excluded groups.

Black & Racial Minorities (BRM) Quality of Life Research

In January 2006 Liverpool City Council undertook a Quality of Life survey. The findings of this research highlighted variations between BRM and non-BRM respondents and the Council's Equal Opportunities Team wished to explore these variations further with a qualitative research exercise to be carried out with Liverpool's BRM communities. Merseysides Black and Racial Minority citizens panel, Merseyside Community Voice, were commissioned to undertake the research, for which a report (PDF [193.1Kb] opens in new window) and action plan (MS Word [111.5Kb] opens in new window) was produced, outlining how the issues will be addressed.
