Equality Impact Assessment

Liverpool City Council has a legal Duty under Race Relations Act (amended 2000) & Disability Discrimination Act (amended 2005), to carry out equality impact assessments (EIA).   

The main parts of the legal Duties are:

  • Eliminate unlawful discrimination
  • Promote equal opportunities
  • Promote good race relations between different racial groups and positive attitudes towards disabled people 
  • Eliminate harassment of disabled people and encourage participation in public life         

EIA is carried out to help managers to decide whether an existing or proposed policy, procedure or practice will affect particular groups of people unfairly including Black or other Monirotiy Ethnic groups or disabled people for example.  If a negative or adverse impact is identified, the manager must take steps to remove or reduce that impact wherever possible.  

An EIA is carried out when a new service is introduced, or if there is a major change to an existing service, and/or where there are decisions involving areas of public concern.
