Temporary Road Closures
Sometimes we have to temporarily close roads in the city so that work can be carried out. If we can we try to avoid closing entire roads, but in some cases it is not always practical or safe to keep the road open.

Any company that needs a full road closure to work on the highway must apply for a Temporary Traffic Regulation Order (TTRO).

To apply for a closure, you must complete and return a TTRO Application form 08-09 (MS Word [86Kb] opens in new window)  (opens in new window) 8 weeks before you want to start work.

Permanent Road Closures
When new developments are built sometimes sections of road become unnecessary. In these cases we can arrange for roads to be permanently closed or 'stopped up'.  
Developers can apply for roads to be permanently closed as long as they can show that it is essential to their development. All applications must be made before the development starts. The final decision is made by the Secretary of State. 
We also close roads when a Magistrate's Court decides that a highway is no longer necessary or could be diverted for the benefit of the public. Anyone who might be affected by the closure is consulted and has the right to raise their concerns at the Magistrate's Court.
