LDF Progress - latest news (updated regularly):

In June 2008 the Government introduced a number of changes to the post 2004 plan-making system.  Councils are now expected to publish "real-time" information about the progress they are making with their Local Development Frameworks rather than relying on the less frequently updated Annual Monitoring Report (AMR) and Local Development Scheme (LDS).

Planning Policy in Liverpool:

The Planning Service's Development Plans team writes the planning policies that are used in Development Control decisions.  To do this, the team works with the local community, regeneration organisations and other City Council departments.

The most important policy document we use is the Liverpool Unitary Development Plan (UDP) which was adopted in November 2002.  It provides a framework for how the city will develop over the next few years by setting out policies governing new development in Liverpool. 

The UDP has with it a range of Supplementary Planning Guidance (SPG) notes.  These set out more detailed guidelines for certain types of development, such as house extensions and shopfronts. 

In September 2004, the English planning system was changed. This means that the UDP and all SPGs will be replaced by a new range of policy documents which, together, will be known as our Local Development Framework (LDF). The timetable for producing these documents is set out within the adopted Local Development Scheme (LDS).  We update this every now and then to take account of changing issues within the city.

Under the new planning system, the Regional Spatial Strategy for the North West (RSS) forms part of Liverpool's Development Framework.  This is of great importance for us when making planning decisions.  The North West Regional Assembly produced the RSS together with all Local Authorities in North West England.
