The application process on this page is for businesses that have closed due to local restrictions. Liverpool City Council is working with partners to launch a discretionary scheme using additional funds from central government to help businesses that remain open but have been severely impacted by local restrictions. Local Restrictions Support Grant
The Local Restrictions Support Grant helps businesses that have had to close due to the government’s national lockdown from 5th November until 2nd December, or if your business has had to remain closed on a national basis since 23rd March.
Businesses that were required to close under Tier 3 restrictions (including pubs not serving main meals, betting shops, casinos, adult gaming centres and soft play areas) from 14th October to 4th November will be entitled to a separate payment for that 3 week period and we will consider this as part of your application.
To qualify for this grant, your business must be in Liverpool and has been:
- open as usual before the restrictions.
- providing services in person to customers from the premises.
- required to close due to restrictions imposed by government.
- paying business rates for the premises before restrictions started.
Your business has had to remain closed on a national basis since 23rd March. This includes:
- sexual entertainment venues and hostess bars
Your business will not qualify for support under this scheme if it was in administration, insolvent or a striking off order was made at the time local restrictions started.
How much is the grant and when will it be paid?
The amount you get depends on the rateable value of your premises. You will receive support on a rolling 28 day basis for as long as national restrictions apply, as shown below. Businesses closed for 3 weeks under Tier 3 restrictions between 14th October to 4th November will be entitled to a separate payment, as detailed above.

Do state aid rules apply?
The Local Restrictions Support Grant counts towards state aid. The rules are fully explained in the government state aid guidance. By accepting this grant you must confirm that you are not in breach of these rules.

If you meet the criteria for the Local Restrictions Support Grant you can apply online below. We will review your application and let you know if you are entitled to a payment.
If your business has previously been paid a Small Business Grant or Retail, Hospitality or Leisure Grant we may be able to pay you without an application. We will be writing to those businesses that we believe meet the qualifying criteria shortly to provide more information and to set out the terms of accepting a Local Restrictions Support Grant payment.
